深港情深：翻越崇山峻岭的东江水

Deep affection between Shenzhen and Hong Kong: Dongjiang water flows over the mountains

在上世纪60年代，香港因经济快速发展而缺乏淡水资源时，中国政府克服自身面临的困难，毅然决定开挖东江供水工程，以保障向香港长期供应淡水。

In the 1960s, to guarantee the long-term supply of fresh water to Hong Kong, the Chinese mainland decided to launch the Dongjiang Water Supply Project regardless of its potential difficulties. This was because Hong Kong was faced with fresh water scarcities due to its rapid economic development.

1963年，经周恩来总理批准，由中央人民政府拨款3800 万元兴建广东省东江-深圳供水工程，引东江水供应香港、九龙。

In 1963, with the approval of Premier Zhou Enlai, the Central People’s Government allocated 38 million yuan for the construction of the Dongjiang-Shenzhen Water Supply Project, to transport Dongjiang water to Hong Kong Island and Kowloon.

 

1964年2月20日，东深供水工程正式开工。4月22日，广东省政府与香港政府代表签订《关于从东江取水供给香港、九龙的协议》，协议约定：“1965年3月1日开始由深圳文锦渡附近供水站供给香港、九龙淡水；每年供水量定为六千八百二十万立方米；供水期由每年十月一日起至下一年六月三十日止，共九个月……”

On February 20, 1964, the Dongjiang-Shenzhen Water Supply Project was officially started. On April 22, the Guangdong Provincial Government and the Hong Kong government signed the Agreement on the Supply of Water from Dongjiang to Hong Kong and Kowloon, which states: “The supply of fresh water to Hong Kong Island and Kowloon will start from March 1, 1965 from the water supply stations near Wenjindu in Shenzhen, and the annual supply quantity is set at 68.2 million cubic meters. The water supply period will be nine months, lasting from Oct. 1 to June 30 of the following year.”

 

刚刚遭受了三年自然灾害的国家财政吃紧、元气尚未恢复，但为了能尽快缓解香港水荒，政府显示出了极大的魄力和担当。东深供水的建设者一直与时间赛跑，图纸出到哪个站，工人就建设到哪个站。在环境恶劣、条件艰苦的情况下，1965年 1月，全长83公里的东深供水工程如期完工，同年 3 月1日开始向香港供水。后因香港、深圳的需水量不断增大，东深供水工程先后经过了4次大规模的扩建、改造，年供水能力由首期的0.68亿立方米提升为24.23亿立方米。

To relieve the water scarcities in Hong Kong as soon as possible, the Central People’s Government showed great courage and determination despite the unstable finances endured due to the three-year natural disasters. The workers of the project were working against the clock. Under the harsh environment, in January 1965, the 83-kilometer-long Dongjiang-Shenzhen Water Supply Project was completed on schedule and the water supply to Hong Kong began on March 1 of the same year. Due to the increasing water demand of Hong Kong and Shenzhen, the project has since undergone four large-scale expansions and renovations and its annual water supply capacity skyrocketed from 68 million cubic meters in the first phase to 2.423 billion cubic meters.

 

东江水带着祖国人民的深情厚谊，翻越崇山峻岭，成功来到了香港同胞的身旁。东深供水工程解决了香港地区长期缺水问题，成为香港地区繁荣稳定的一个关键因素。

Carrying the deep affections of the Chinese mainland’s people, Dongjiang water flows over the mountains and hills to compatriots in Hong Kong. The project has eliminated the water scarcities in Hong Kong and has become a key factor in the prosperity and stability of Hong Kong.
